IKV ATTENDED THE “15TH YEAR OF SYRIAN MIGRATION IN TÜRKİYE: MIPEX 2025 TÜRKİYE LAUNCH AND POLICY FORUM”
IKV attended the “15th Year of Syrian Migration in Türkiye: MIPEX 2025 Türkiye Launch and Policy Forum”, organised by the Friedrich Naumann Foundation on 4 May 2026.
The event began with opening remarks by Gülçin Sinav, Türkiye Programme Director of the Friedrich Naumann Foundation. In her speech, Sinav noted that Türkiye has entered the 15th year of Syrian migration and emphasised that this process has evolved beyond a temporary crisis into a lasting social reality. Following the opening remarks, a representative from the Türkiye office of the United Nations High Commissioner for Refugees (UNHCR) highlighted the importance of reports such as the Migrant Integration Policy Index (MIPEX), stressing that such studies are critical not only for understanding policy frameworks but also for assessing how these policies affect individuals’ daily lives.
The first panel of the event focused on Türkiye’s migrant integration policies through the framework of MIPEX indicators across three main dimensions. Progress and structural shortcomings were discussed particularly in areas such as healthcare, education, labour market integration, permanent residence, family reunification and anti-discrimination policies. During the panel, it was noted that Türkiye’s MIPEX score has increased in recent years; however, this improvement was largely attributed to the strengthening of existing policies, while significant shortcomings remain in the development of structural and long-term integration mechanisms.
The second panel highlighted that integration policies in Türkiye have undergone an important process of development, but that the current framework remains fragmented, project-based and vulnerable in terms of sustainability. Speakers emphasised the need for a more inclusive, predictable and long-term integration strategy.
