IKV Chairperson Ayhan Zeytinoğlu made statements regarding the European Commission’s implementation decision dated 15 July 2025 on simplifying the Schengen visa process. Chairperson Zeytinoğlu noted that he viewed the developments positively and said the following:

“We are closely monitoring positive developments regarding the Schengen visa process. As has been frequently discussed in the past, visa-free travel to the Schengen Area remains our expectation. However, we have supported the simplification of the visa process until all criteria are met. In this regard, the European Commission’s decision to implement this is welcome. Accordingly, Turkish citizens residing in Türkiye who have previously obtained a Schengen visa and have complied with visa regulations will be granted a multiple-entry visa by 25 EU member states. If the application is made within one year after the expiry of the previous visa, a six-month visa will be issued; if the previous visa was at least six months and the application is made within two years after its expiry, a one-year visa will be issued; if the previous visa was at least one year and the application is made within two years after its expiry, a three-year visa will be issued; and if the previous visa was at least three years and a five-year visa will be issued if the application is made within two years of the previous visa’s expiration.

Those Who Follow the Rules Will Be Rewarded
This application rewards those who follow the rules by extending their visa period and granting multiple-entry visas, while also reducing the number and frequency of applications, thereby reducing congestion and waiting times at consulates.

It Is Unfortunate That Truck Drivers Are Excluded From The Scope
Truck drivers are excluded from this application on the grounds of special risk. Third-country citizens residing in Türkiye will also be excluded from the scope. It is unfortunate that truck drivers are excluded from the scope because driver visas pose a significant obstacle to the free movement of goods. Drivers have to apply frequently. In addition, the rule of staying in the Schengen area for 90 days within a 180-day period also slows down the transport process.

An Important Step, More Must Come
Finally, Chairperson Zeytinoğlu stated that these developments regarding Schengen visas were an important step. However, he noted that this step alone would not be sufficient, and that improvements were also needed in terms of visa appointments, fees and rejection rates.

Chairperson Zeytinoğlu concluded his remarks as follows:
“These developments, which facilitate Schengen visas, are important. However, they are not enough; more needs to be done. Measures should also be taken to make it easier to get an appointment, control additional fees, and reduce rejection rates. Applicants and authorised visa agencies also have an important role to play here. Applications must be complete and based on truthful statements. However, it is also crucial that consulates respond to appointment requests within a reasonable timeframe and, when issuing a rejection, inform the applicant and provide an opportunity to address any deficiencies.”
