IKV HELD EU REACH REGULATION AND ITS IMPACTS FOR THE CHEMICAL INDUSTRY MEETING
On 28 April 2023, IKV held a meeting titled “EU REACH Regulation and Its impacts on the Chemical Industry” at TOBB Building in Istanbul. Making the opening speech of the meeting, IKV Secretary General Assoc. Prof. Çiğdem Nas stated that the REACH Regulation is extremely important for Turkey as well as for the EU due to its status as a candidate country and its customs union relationship. Pointing out that the regulation has significant effects on both the trade of chemicals and consumers, Nas then turned the floor over to the speakers of the meeting: Pascal Michaux and Pavel Glukhov from the EU Focus Group consultancy company, and Claudio Mereu from the law firm Fieldfisher. Speakers started their presentations by introducing their institution and explained how they conveyed the problems of the business world in the EU and how they participated in the decision-making mechanism. In this context, they emphasized the importance of not only having expertise in the field of chemicals and engaging with EU institutions, but also lobbying in EU countries and shaping these lobbying activities according to each country's priorities. Afterwards, Pascal Michaux, one of the speakers who briefly gave information about the REACH Regulation, drew attention to the fact that the Regulation, which came into force in 2006, took the responsibility and proof of the safety of chemicals from the official authorities and put it on the sector.
The other speaker of the meeting, Claudio Mereu, stated that the updating of the REACH Regulation is on the agenda within the scope of the "Chemicals Strategy for Sustainability" adopted by the European Commission on 14 October 2020, and said that it is particularly focused on simplifying the supply chain communication and reforming the approval and limitation processes. The speakers also provided information about the long-awaited list of bans on per- and polyfluoroalkyl substances (PFAS), which is another important development closely related to the chemical industry. The list was announced by the European Chemicals Agency (ECHA) on February 7, 2023. They stated that the list covers over 14,000 substances and departs from the "one substance, one assessment" principle. The speakers emphasized that the most important development that will determine the pace of updates and changes to the REACH Regulation within the EU is the 2024 European Parliament elections. They expected that the priority of decarbonization and the green agenda would be maintained after the elections, but also noted that if the new Commission is tested with more urgent crises and issues, the reform timetable could change.
